well here we have another crappy disaster movie from The Asylum, but it does have a brief flash freeze scene of woman walking around, its around 35-45 minutes into the movie.

the trailer shows the flash freeze briefly, but it is longer in the movie, in the movie i belive it was 11 seconds in total.
