This cartoon appears to be full of freezing(and MC in every episode).
Someone might want to go through some episodes and see what they can find if interested.

According to wikipedia
list of episodes, episodes 4, 7 and 18 , features lady wifi... the girl with the pause button.
From the summaries I want to watch also ep 5 "Timebreaker", titles are:
4 Lady Wifi
5 Timebreaker
7 The Evillustrator
18 The Puppeteer
I just did a fast search, If anyone want to read all the summaries or better had time to watch the series would be great!
FYI, just noticed that is available on Netflix.

There are a few freezes throughout the series, but never really understood the attraction of cartoons myself.
