They are focused on a fixed object that can't blocked by people moving around in front of them.

Your eyes will auto focus and be distracted if you are trying to play mannequin in front of an audience.

If when posing, simply position your head to slightly over the heads of shoppers or even at their foreheads. Most of the time, you wont have alot of issues as the angle gives the impression you are staring directly at them. A trick I used many times.
