I read a little bit and it looks like there is a girl who can also freeze time but is sadly unaffected by the main characters time freeze powers.

Yes! A little into the movie (maybe 20mins? Can't remember) Aubrey Plaza is standing like a mannequin waiting for Ceaser (Adam Driver ) to show up. It last a pretty good while with the camera panning with her in frame.
